Check out card shops from countries which speak the foreign language that you want. Of course, the websites are likely to be in the foreign language as well.

I've been known to sell/trade any extra commons I may have and occasional rares from JP boxes I purchase. Because I try to make a set, I often have a few odds and ends laying around.

If you are looking for standard legal foreign boosters. Let me know what you are wanting and I can pick them up for you locally. I won't charge you anything extra, you would just need to cover the cost of the packs + the shipping. Foreign or not their packs are still the same price. Also, I can get pretty much any language you are after that is in print.
